MESS COMMITTEE

The Mess Committee consists of 24 elected members who are students residing in the hostel and members of the respective messes. The composition of the committee is as indicated below:

Vegetarian 'A' Mess : 4 members Vegetarian 'B' Mess : 4 members Vegetarian 'C' Mess : 4 members Vegetarian 'D' Mess : 4 members Vegetarian 'E' Mess : 4 members Non-Vegetarian 'B' Mess : 2 members Non-Vegetarian 'C' Mess : 2 members

  • Term of the elected mess committee is one year.

  • Each of the messes will form a constituency for electing its representatives. However, in the composite messes 'B and 'C', the non-vegetarian members are also eligible to cast their votes for electing the representatives for the vegetarian side (as the vegetarian food is common to both the wings), only non-vegetarian members shall be eligible to cast the vote for electing non-vegetarian representatives. In addition, the Chairman, Council of Wardens or his nominee will be ex-officio member(s) on the mess committee. The elected members of the mess committee shall elect the President and the Vice-President from amongst themselves. A member elected or nominated for the mess committee for one term or part of the term is not eligible for election or nomination in the next term (i.e. for one year). In case of delay in the formation of a new committee on expiry of the term of one committee, the Chairman, Council of Wardens may request the committee in office to continue for such further period as may be decided upon by him.

  • Day boarders are not eligible to vote in the election of the mess committee.

  • Residents who have not cleared their hostel and mess dues by the prescribed dates are not eligible to contest the election for mess committee or for proposing or for seconding a nomination. The proposer and seconder of a nomination should also be the member of the same mess in which the vacancy has arisen.

  • The elections shall be held once a year in October / November. Chair CoW will constitute an Election Committee (EC) consisting of an Officer from the administration (independent of the hostel office) as Election/Presiding officer and two more officers from the administration to assist in conducting the election. The election committee shall call for nominations indicating the number of vacancies in each mess, the last date of filing and withdrawal, and the date, time, and mode of election.

  • Candidates should file the nomination online with the election office as and when they announce the elections.

  • Final-year students are not eligible to contest in the elections.

  • The committee will plan and implement all official matters related to elections, including scrutiny, notification of valid nominations, etc in consultation with the Chair, Council of Wardens(CoW).

  • EC can decide not to conduct elections if the number of nominees is less than or equal to the vacant positions of each mess. The nominee will automatically be declared as elected. The election committee will hold elections online with the help of digits. The declaration of the results by the Chair, Council of Wardens shall be final.

  • If there are no nominations from any of the constituencies the vacancy shall be filled by the mess president of the incoming mess committee by nomination from among the members of the un-represented constituencies. The member nominated by the mess president will continue till the end of the tenure of the committee.

  • The term of the Mess President/ Vice President term is one year. However, the president/vice president can be changed after a minimum period of three months in office if majority approach the Chair, CoW with a valid reason. The Chair, CoW shall convene an in-person meeting of all the elected Mess committee members to obtain a consensus to this effect.

  • In case any mess committee member resigns, his or her vacancy can be filled up by nominee of the mess president from the same mess. The member thus nominated will stay for the duration of that committee.

  • The mess committee shall meet at least once a month and more often if necessary.

  • The quorum for a meeting of the mess committee shall be 7.

  • A mess committee member will cease to be a member of the committee on failing to attend three successive intimated meetings. A nominee of the mess president can fill up this vacancy.

ROLE OF MESS COMMITTEE

  • The mess president shall report to the Chairman, Council of Wardens for effective discharge of duties by the mess committee.

  • The mess committee shall determine the menu in the various messes in consultation with the mess supervisor and head cook. The menu of any mess will be determined by its representative i.e. the mess committee members. The mess president will ratify the menu thus drawn.

  • The mess committee will act as an advisory body and report to the Chairman, Council of Wardens about the quality of food and on the general cleanliness in and around the messes. The mess committee will also bring to the notice of the Chairman, Council of Wardens, the quality of service given by the mess staff.

  • A general body meeting shall be convened by the mess president if there is a requisition for such a meeting by more than 150 resident members of the hostel/mess.

  • Quorum for a General Body Meeting shall be 150 members (One hundred fifty).

  • The Director must ratify all changes of rules by the general body, before they become effective in operation.

  • The mess supervisors shall ensure that the mess staff prepares items according to the menu given by the mess committee. Any variation of this should be brought to the notice of the Chairman, Council of Wardens for necessary action.
